IPA 2017 project was implemented by Gesellschaft fűr Internationale Zusammenarbeit (GIZ), and the Italian Ministry of Interior.

GIZ will also provide a grant to the Center for International Legal Cooperation (CILC) from the Netherlands, which will act respectively as grantee of GIZ. The successful cooperation between GIZ and CILC under the IPA2010 and IPA2014 projects was continued under the IPA2017 project and the ongoing IPA2019 project.

Under the EU funded IPA 2017 a project is run under “Countering Serious Crime in the Western Balkans” in the South East Europe region. The purpose of the IPA instrument is to assist beneficiary countries in facing the challenges of European integration to implement the reforms needed to progress in the Stabilisation and Association Process, and to lay down the foundations for fulfilling the requirements for achieving EU membership (the Copenhagen criteria).
