The measure applies if two ore more states have jurisdiction to prosecute a criminal offence. In this case one member state can request another member state to take over the investigation and prosecution if the requested state is better placed to prosecute. The measure is possible if the offence is also a criminal offence according to the German law

Public Prosecutor´s Office

in the respective language with a German translation (required), unless a bilateral waiver of translation has been agreed upon; a translation is also required for the summary of the main facts of the case

The request has to be accompanied a) by a summary of the main facts of the case and b) by a complete copy of the file (a translation of the file is not required)
